NCP is the Non-Custodial Parent that owes you support.
TANF stands for Temporary Assistance to Needy Families. This federal assistance program was formerly called AFDC, Aid to Families with Dependent Children. Support Collectors cannot assist you if you are currently receiving Public Assistance in the form of TANF or cash assistance. However, Support Collectors can assist you if you are receiving food stamps, Medicaid, or non-cash benefits.
Support Collectors cannot work your case if the NCP is incarcerated, which means they are currently in jail or prison.
